It's 1990. They didn't really have that in place at that time, but we can if we want. Not everything has to be exact.
If we do the draft lottery, it will be for all 5 teams that miss the playoffs.
Option 1:
No Draft Lottery
Option 2:
Draft Lottery, Bottom 5 Teams, 1st overall pick only
Option 3:
Draft Lottery, Bottom 5 Teams, Top 3 picks only

People are gonna think it’s because of my position but I think there should be no lottery draft.
If we’re going by how it worked irl then not having a lottery draft until later makes sense.

If joubran was last then a lottery it not then no lottery till the it was implicated in the real nhl whenever that was to keep it more realistic

In 1995, the NHL Draft Lottery was introduced where only teams who had missed the playoffs could participate. The lottery winner moved up the draft order a maximum of four places, meaning only the five worst teams, based on regular season points in a given season, could pick first in the draft, and no team in the non-playoff group could move down more than one place. The chances of winning the lottery were weighted towards the teams at the bottom of the regular season standings. Beginning in 2013, the limit of moving up a maximum of four places in the draft order was eliminated, so the lottery winner would automatically receive the first overall pick, and any teams above it in the draft order would still move down one spot.

I might as well share this here as well just so it's in one spot:
The NHL formula at the time for the draft was:
Top picks are all teams that did not make the playoffs in order of points. Remaining picks are all teams that DID make the playoffs, in order of points, regardless of playoff performance.
Example:
Pittsburgh won the cup, but they still selected 16th overall.
So, theoretically, you could make the playoffs at the 6th overall pick, win the cup, and select 6th overall.
