This is also why Buffalo Sabres lost all of his bids on players as well, as he is over the limit, though he was also outbid at the same time.

Any team that won a bid was compliant.

I'll take Mark Stuart 79 D 14 YR then if that's the case, no? Just doesn't make much sense you can claim a guy for free over the limit, but can't swap one

You can make an open claim on anyone but if there’s a bid or anybody else that is compliant is making an open claim they will trump your open claim no matter what

It says in the rules that you can’t participate in FA if you’re over the roster limit.
